Institute’s funding from the program “Supporting Young Scientists” is distributed (on parity basis with the Kola Branch of Petrozavodsk State University, KB PSU) to improve laboratory and technical facilities and software support of the main chairs, to pay for the Internet access required in education process and in preparation for the undergraduate and post-graduate theses of the students studying at the main chairs. Directed funds are allocated for traveling expenses of the young researchers presenting and defending their theses, to encourage young researchers and specialists of advanced qualification actively cooperating with younger people (students, post-graduate students and young researchers). Certain attention is given to publishing activity, that is preparing and issuing of subject collections of scientific papers, supporting conference participation and publishing of the articles in Russian and foreign press. Next year the mentioned above activities will be enhanced by organizing and implementation of scientific school for young scientists “Information Technologies in Regional Development”.
Information Technologies Laboratory
Information Technologies Laboratory has been functioning and actively used on the basis of the Institute for two years. It is a 6-site multimedia computer class having access to the Internet through a local network of the Institute. The laboratory is intended for post-graduate students of the Institute and students of main chairs as well as for organizing of lectures and seminars devoted to the subjects of research work. In 2007 the laboratory was equipped by a wireless network based on Wi-Fi technology. As a result the infrastructure of the Institute’s local network became more flexible and perspectives for studying and mastering of modern information and communication technologies expanded. Web-camera, ip-camera, ADSL-router, scanner and digitizing pad were bought within the period under review to improve the efficiency of the laboratory as an educational and practical means.
Education Process
More than 500 students study at the main chairs obtaining specialty “Information Systems and Technologies”. Education is provided both on full-time and part-time basis. Teaching at the main chairs in 2007 was carried out by 21 researchers and 3 post-graduate students of IIMM dealing with scientific studies in subjects determined for the Institute’s SRW (scientific research work). During the period under review 40 courses of lectures were delivered and 7 study guides were published. The main Institute’s chairs provide teaching in all general and specialized subjects according to the planning for training proper specialists at the department of Informatics and Applied Mathematics (IAM). The members of the chairs also deliver courses in general informatics and specialized courses of IT and information systems application at other departments of KB PSU. Moreover, young research assistants of the Institute, post-graduate students and teachers of the main chairs provide training in the Kola regional center of Internet education which is a structural unit of KB PSU. This integrated educational unit is aimed at training teachers of informatics and other subjects of secondary and vocational educational institutions in Murmansk Region in modern internet technologies (site design, computer graphics, computer communications, etc.).
Course and graduation papers
In 2006-2007 76 course papers were presented by the fourth-year students and 64 graduate papers - by the fifth-year students at the department of IAM under the supervision of the Institute’s specialists and on subjects connected with SRW. Students carry out research work in the Institute’s laboratories using IT-equipment and information resources, Internet access inclusive. The chief directions of studies and developments among the students of the main chairs are applied enquiry and communication systems and data processing tools; software support of computer-aided working places and information support of organizations’ activities; network information systems and technologies; simulation of socio-economical and industrial regional systems; mathematical and software support of scientific studies and simulation of industrial and natural processes; information safety.
The Institute has a tradition of studying unique (non-standard) problems by the teachers and students. This approach ensures prompt response to changes in IT development and application. Results obtained by the students in their course and graduate papers have practical value for the Institute’s research work. Successful practical studies join the most important scientific achievements of the Institute. The authors of such papers further on take up post-graduate studies under the supervision of the Institute’s specialists.
Publications
The Institute encourages publication of study results for young research assistants and post-graduate students in the Institute’s collections of scientific papers as well as in other printed sources.
Three collections were published during the period under review:
“Information Technologies in the Regional Development”, Collection of scientific papers. – Apatity, KSC RAS, 2007. – Iss.VII. – 200 p. (22 articles);
“Theory and Practice of System Dynamics”, proceedings of the 2d All-Russian Scientific Conference (Apatity, April 3-6, 2007). – Apatity, KSC RAS, 2007. – 220 p. (41 articles).
“Safety Control of Nature-Industrial Systems” – Apatity: pub-n of KSC RAS, 2007. – Iss. VI. – 70 p. (13 articles)
The Institute provides active assistance in organizing of a specialized section in the annual scientific conference of KB PSU where post-graduate and university students present results of their research works in the field of mathematics and informatics. In 2007 the 10th anniversary academic and research conference of KB PSU took place. More than 40 students and post-graduate students participated in section “Mathematics and Informatics”. Most of them are students of the main chairs and perform researches under the leadership of the Institute’s specialists.

About the Institute
Under the leadership of the director of the Institute DSc Putilov V.A. the members of the scientific school deal with researches in the field of “Design and Development of Information Technologies Supporting Regional Development Management”. More than 40% of the Institute’s personnel involved in scientific studies are under 35 years. During the period of 2006-2007 one master’s thesis was defended by the staff of the Institute. In 2007 two master’s theses were presented to specialized committees.
Post-graduate studies
The Institute provides post-graduate studies in the following specialties: 05.13.06 - “Automation and control of technological processes” and 05.13.18 “Mathematical modelling, numerical methods and programs’ complexes”. 24 post-graduate students studied under the supervision of Institute’s personnel in 2006, 19 of which are graduates of the main Institute’s chairs. Two students completed post-graduate studies and presented thesis in 2007.
Main chairs
The Institute has three main chairs at the department of “Informatics and applied mathematics” (IAM) of KB PSU:
- Information technologies chair (IT). It was founded in cooperation with KB PSU in 1997 and provides training of students from IAM department of KB PSU in specialty 230102 “Automated systems for information processing and control”.
