Regulations of Young Scientists’ Council
1. General issues
1.1 Young scientists’ council of the Institute for Informatics and Mathematical Modelling KSC RAS (later on IIMM) is established to consolidate and assist young research assistants for them to gain experience, develop creative potential, reveal maximum scientific potential and become professionally mature. Among the young specialists are those of age under 35, working for doctor’s degree, post-graduate students and engineering personnel (further on young scientists).
1.2 The Council is a public body of the Institute’s administration, and represents the interest of young scientists under 35.
1.3 The Council is composed of young scientists under 35 years old (for the time of election), working at IIMM.
1.4 The Council is headed by the chairman, which is included into Scientific Council of the Institute, having a right of decisive vote provided he possesses a scientific degree, and having a right for advisory vote with no degree.
1.5 Responsibility to coordinate Young scientists’ council activity is entrusted by the director of the Institute to one of the deputy directors in scientific issues.
1.6 Hearing and discussion of scientific papers written by young scientists at the Institute of Informatics are held not less than twice in a quarter.
1.7 Council meeting is considered competent when more than a half of the young scientists’ payroll is present at the meeting.
1.8 The chairman is obliged to call a young scientists’ general meeting in two weeks term by the request of young scientists (the request should be made by not less than three people).
1.9 The Council proceedings take place according to the annual plan. In a view of the annual results the Council delivers a report at the general meeting of the Institute’s young scientists and to the Institute’s Scientific Council.
1.10 Introduction of amendments and additions is performed by the General assembly and approved by the Scientific Council.
2. Main Council goals and tasks
2.1. Main goals:
- Career promotion for young scientists and specialists of the Institute.
- Assisting in attraction of young scientists to the Institute.
- Acting as a delegate body and protecting the rights of young scientists before the Institute’s Scientific Council and administration; expressing young scientists’ opinion and compiling of proposals in different aspects of professional activity and welfare.
- Elaboration and submitting of background reports, letters of youth problems to the Scientific Council, administration and superior bodies of KSC RAS in order to take decision on the Institute’s or unit level.
2.2 Young Scientists’ Council tasks are as follows:
- Organizing and involving young scientists into various contests of young specialists’ scientific papers and exhibitions held within their unit; as well as in discussions of candidate papers; in preparation for scientific sessions and expert evaluation of young scientists’ papers.
- Initiating and holding of schools and seminars for young scientists at IIMM, inter-institutional scientific seminars, sets of lectures of the leading scientists (with participation of students having practical training at the Institute as well as in assistance of Young Scientists’ Councils of other KSC Institutes), supporting young scientists in participation at all-Russia and international conferences and seminars.
- Rendering methodical, organizational and financial assistance for young scientists’ publications.
- Involving of young scientists and specialists into inter-institutional and cross-disciplinary scientific research work of fundamental problems.
- Contacting with students, post-graduate students, academicians and engineering personnel of the Institute and other scientific organizations, which went abroad to carry out collaboration work and facilitate mutually profitable contacts.
- Collecting and distributing of information about funds providing grants to young scientists.
- Ensuring professional specializing with IIMM specialists for students.
- Assisting in formation of creative teams for young scientists and teachers to solve urgent problems.
- Solving scientific research problems (information search about findings in related fields, contacting with specialists from other organizations).
- Providing of the Internet access for young specialists, distributing of the latest software.
3. Priorities in the Council activity
- Hearing of representatives from the Institute’s Scientific Council presenting issues discussed at the Institute’s Scientific Council.
- Hearing of young scientists’ reports about their participation in conferences and seminars held at KSC RAS and elsewhere (topics, interesting researches, etc.)
- Introducing of proposals in various issues of scientific and social life to the Institute’s administration as well as other scientific and civic organizations, participating in decision taking concerning young scientists of RAS.
- Collaboration with Young Scientists’ Councils at other KSC Institutes and organization of auditoria, scientific schools, seminars and conferences.
- Assisting in young scientists’ papers publication, holding scientific papers contests.
- Collaboration with scientific, student and other types of organizations, supporting students in specializing and practice training at KSC RAS.
- Arranging meetings of young scientists at scientific organizations of KSC.
- Participating in international, all-Russia, interregional, regional and other projects and programs.
- Collection and distribution of information about conferences, schools, funds and projects providing grants and other types of support to young scientists.
- Other types of activities promoting professional growth of young scientists and specialists of IIMM.
4. The Council’s rights and duties
The Council’s duties are:
- Observing of the Russian Federation laws; accepted principles and rules of international law in a certain field of activity, as well as rules of KSC RAS enactments and present Regulations;
- distributing of information and presenting of annual reports about its activity;
- acting on behalf of and in the interest of all young specialists of the Institute.
5. Structure, principles of operation and procedure of the Council formation
5.1. Council structure:
- Chairman, deputy chairman and secretary are elected at the general assembly by open or secret voting (according to the decision of the Council’s general assembly) of simple majority of votes for the term of one year.
- The general assembly is formed from young scientists and engineering personnel of the Institute of age under 35. The members of the general assembly are elected for the term of one year at the General assembly of young scientists by open voting (simple majority).
- To improve operating efficiency the Council may co-opt new members.
5.2. Operation principles:
- Following basic directions and principles of the Institute’s functioning.
- Representing interests of all young scientists of the Institute at different levels.
